Description of problem:
fc-validate command is giving return code 0 on failure.

Version-Release number of selected component (if applicable):
[root@dhcp207-177 fonts]# rpm -qf `which fc-validate`
fontconfig-2.13.1-3.el8.x86_64


How reproducible:

Steps to Reproduce:
1. execute fc-validate with wrong font file for lang code
   e.g. fc-validate -l ja /usr/share/fonts/google-noto/NotoSansLisu-Regular.ttf


Actual results:
 Returns code is 0

Expected results:
 Return code should be 1
