Description of problem:
Originally RHEL7 only shipped libpurple.  pidgin-epel was created to provide the other missing subpackages.  In RHEL 7.3 the other subpackages were added [0].  Since then pidgin-epel has been in violation of EPEL policy [1] by shipping subpackages with the same names and file paths.  It seems to have gone unnoticed because RHEL is shipping a higher NVR, but it still needs to be retired.
