The latest logs seem to point to a different issue from what this original bug is trying to address. For starters, the issue reported in the bug had to do with dualstack setups. And the new issue in https://bugzilla.redhat.com/show_bug.cgi?id=1973367#c10 happens on an ipv4 setup. Would be better if a new BZ is opened for the new problem reported here.

This issue was fixed in 4.8 and given the lack of activity here, it seems we don't need the backports. Please reopen if the backport to OCP 4.7.z is in fact needed.
