Describe the issue:

Follow up bug for documenting the added functionality of enabling/disabling the debug mode of rook-ceph-operator as described in bug 1962821.

In order to enable/disable the debug mode of the rook operator in OCS we need to edit the operator's configmap yaml and add the field ROOK_LOG_LEVEL under the data section, to enable the debug mode set the value of ROOK_LOG_LEVEL to DEBUG and to disable INFO

the change in mode will be visible in the operator's logs.
