Description of problem:
Changing the HTTP proxy for a repository that doesn't have an upstream URL fails with error `bad argument (expected URI object or URI string)`.
Same error appear when you try to sync that repo to an external capsule.

Steps to Reproduce:
1. Create a yum repo with missing upstream URL, upload some packages.
2. Try to change the HTTP proxy of the repo or sync the repo an external Capsule
.

Actual results:
fails with error

no errors

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/32578 has been resolved.
