python-OWSLib was available for epel7 but it seems to be missing from epel8.

I don't know if it's helpful but I tried to build the f32 version (python-OWSLib-0.20.0-1.fc32.src.rpm) under epel8 and it builds.

If anybody is willing to maintain it, please feel free to request the necessary branch!

I don't have the time and willingness to do it.

New Fedora maintainer here.

I will do the EPEL8 backport, with the caveat that pytest is too old to run the test suite.
