The webhooks module is not present in hammer.

Run `hammer webhooks --help`

Actual results:

$ hammer webhooks --help
Error: No such sub-command 'webhooks'.

See: 'hammer --help'.


Expected results:
The webhooks module is present.

Tested on a freshly installed Sat 6.10 Snap 12 instance
