Description of problem:
there is no validation against  the migplan name length, I can input migplan name with more than 100 characters. And it didn't create migplan, I didn't see any error from UI or backend.

MTC 1.5.0

How reproducible:
Always

Steps to Reproduce:
1. When creating migplan, fill in name longer than 100 characters. 
2. Click Next


Actual results:
It was stuck in loading for a long time when clicking Next to navigate to Namespace page 

Expected results:
It should valide migplan name when you fill in a longer name

This should be an easy one to knock out for a future release.

verified with MTC 1.6.0. It will validate the length of migplan name and report warning "The plan name can be between 3 and 63 characters long"
