Description of problem:
There is a typo in deployment/ovn/ovn-dbs-pacemaker-puppet.yaml which will make the minor update tasks wait 600 seconds per node. So 30mins total due to waiting on the wrong service.

The minor update will still succeed but a bunch of time is lost for this.

In order to validate the fix, you can deploy an overcloud, and run a simple minor update workflow that would update the container image tag. This will trigger a restart of the pacemaker-managed ovn container.

Alternatively, you can verify that the container to be restarted is called "ovndb_servers" in tripleo-heat-templates on the undercloud, as shown in the review [1].
