Description of problem:

CentOS 8 doesn't include libvoikko-devel package even though it seems to have other voikko packages. The development headers are needed in order to use other tools relying on voikko such as dict_voikko for postgresql.

Could you include the libvoikko-devel package as well

I think we can add libvoikko-devel to the CodeReady Builder repository.

Build added to errata, errata moved to QE.

Verified by configuring CRB repo.
After configuring CRB repoi I am able to insta;ll libvoikkio-devel package.
