Starting with OCP 4.7.4 [1], the automatic rotation of kubelet-ca.crt does not require node draining or reboot


Suggestions for improvement: 

Add that information to the documentation, similar to the 4.8 documentation.

PR of the backport of the feature to 4.7 [2].
OCP 4.8 release notes for that change [3], and changes in the "Understanding the Machine Config Operator" document [4] [5] also missing in OCP 4.7 documentation.
