Description of problem:

$subject, bug #1974195 has highlighted an inability to trace pre_live_migration without DEBUG logging enabled. While we don't want to flood the logs with every little detail being logged at INFO we should log entry, exit and key operations.

This should pushed out from osp17 scope for 17.1. Putting it back to (re)triage queue.
