+++ This bug was initially created as a clone of Bug #1966898 +++

panko, python-pankoclient and puppet-panko have been removed from upstream.

Panko has been deprecated since osp 12, it is gone from tht since ussuri timeframe.

We need to make sure to create a release note.



Additional information: Main branch for tripleo-puppet-elements has this, but this has not been ported to stable/wallaby:

https://review.opendev.org/c/openstack/tripleo-puppet-elements/+/797767 landed upstream that should resolve this issue

By inspection pankoclient is not in OSP 17
