openshift-console namespace is missing a policy group label so a network policy applicable to the namespace.

Checked on ocp 4.9 cluster with payload 4.9.0-0.nightly-2021-06-27-223612.
Check openshift-console namespace yaml, there is lable:  network.openshift.io/policy-group: console
The bug is fixed.
