Description of problem:
External capsules do not show the download policy field on their edit page.

How reproducible:
always

Steps to Reproduce:
1. Register an external Capsule to a Satellite
2. See its Edit page

Actual results:
The combo for the download policy settings is missing.

Expected results:
It should not be missing.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/32882 has been resolved.

Verified on 6.10.0 snap 10 - the download policy is back in UI, settings cross-checked with CLI.
