https://github.com/ceph/ceph/pull/40544/commits/b38801cfd1c713e5cd8f5ae1007cfd97e48dab45 is missing in downstream that is the cause of the problem. initial bootstrap host is getting added without an addr and it cant resolve its own hostname. changes were cherry picked to downstream
