During wallaby release due to security issue OSSN-0088 we have decided to skip project persona implementation for metadef APIs. This RFE will track all the efforts of implementing secure RBAC (project and system personas) for metadef APIs.

Note: This work will have dependency on Policy layer refactoring work.
