Fixes https://github.com/perl5-dbi/DBD-mysql/issues/78

Description of problem:

There is a data typing bug in the current
perl-DBD-MySQL-4.046 package on RHEL 8 that breaks packages like Amavis.

The issue is outlined here:
https://github.com/perl5-dbi/DBD-mysql/issues/78

It was fixed upstream here:
https://github.com/perl5-dbi/DBD-mysql/pull/313/commits/c22928d951546e6687ede2c290a2b96a60c9fd6d

Version-Release number of selected component (if applicable):

perl-DBD-MySQL-4.046-3.module_el8.1.0+203+e45423dc.x86_64

How reproducible:

Because of this bug Amavis will treat all email as spam.

Additional info:
Other operating systems have back ported a fix like this:
https://cvsweb.openbsd.org/cgi-bin/cvsweb/~checkout~/ports/databases/p5-DBD-mysql/patches/patch-dbdimp_c?rev=1.4&content-type=text/plain

I'm including a back ported patch for perl-DBD-MySQL-4.046-3.module_el8.1.0+203+e45423dc.x86_64 that will fix the issue.

Please note that it was created with the existing patch DBD-mysql-4.043-Fix-build-failures-for-MariaDB-10.2.patch that is in the rpm source applied so that it will apply cleanly as long as it is included after the first patch.

Thank you for the report. However, if you want Red Hat to fix it, you have to file an official support request at <https://access.redhat.com/support/>.
Bugzilla is not a support tool.

Sorry I was just following the instructions provided by the Centos forum moderator.

If you think you have a bug then report it on http://bugs.centos.org - look for similar issues there with possible workarounds. If nothing found then open a new ticket. If you think this is an issue that's also in RHEL of the same version then do the same at https://bugzilla.redhat.com and link the CentOS ticket to the BZ ticket in the field provided.

The issue was already reported here:
https://bugs.centos.org/view.php?id=18236

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release. Therefore, it is being closed. If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
