Steps to test

1. Sync a few large repos (this is so migration can take a fair amount of time to finish)
2. Run migration
3. Abort migration on another terminal

Expected:
All migration tasks should be aborted.

Actual:
All migration tasks are aborted.


I checked both the tasks and the dynflow console to ensure that all tasks are aborted, which they did.


Verified on 6.9.7_01 with tfm-rubygem-katello-3.18.1.44-1.el7sat.noarch
