The gnome-settings-daemon-devel subpackage is not shipped in RHEL8.  It is a BuildRequires of gnome-applets, which is a key component of the GNOME Flashback desktop:

Please ship gnome-settings-daemon-devel in CRB so that gnome-applets, and ultimately GNOME Flashback, can be built in EPEL8.

I don't see any dependency in gnome-applets.

It looks to me like the gnome-settings-daemon-devel is some left-over that was forgotten and it can be safely deleted. I am not even sure if there is any reasonable reason for a gnome-settings-daemon-devel package to exist in Fedora even.

I probably shouldn't have pointed to rawhide, as the targeted version would be that matching GNOME in RHEL 8, i.e. 3.32.  However, you are correct that it was removed, albeit only in that very development cycle:
