Description of problem:
Right after installation, when the cluster is brand new, you get alerts firing about "storage is only 0% free". See attached screenshot.


Version-Release number of selected component (if applicable):
4.8.0-rc.0 Staging version


How reproducible:
100%


Steps to Reproduce:
1. Install a cluster with the assisted installer: 3 masters + 3 workers + OCS
2. Log in to the console


Actual results:
Alerts are firing that the storage is full


Expected results:
No alerts


Additional info:
I made sure to format the ocs disks after tearing down the previous cluster.

Will bug 1973147 also be backported to 4.8 or 4.8.z?

The dependent bug is now resolved, so moving to ON_QA

This is still happening in the latest AI and the GA'ed version 4.8.2.
In which version do we have the fix? Also, some of the dependent bugs are still in POST.

Verified in 4.8.12 as well as in 4.9.0-rc.4
