Description of problem:

1. create a cluster
2. go into console
3. follow link to "Add IdP" page and add htpasswd with a user (e.g. through copy&paste from htpasswd -c -b htpasswd sttts abcde)

Now you assume that the user works. The console User Management UI does not give any hint that this action is actually not instant, but needs a multi-minute rollout of oauth-server. During that time the customer must assume that our product is broken.

Expected results:

- when authentication operator is progressing, show that in the UI, maybe with some banner at the top "Authentication is being reconfiguration. Stand by."

Steps to Verify
1. create a cluster
2. go into console
3. follow link to "Add IdP" page and add htpasswd with a user

  Now a status message indicates that the auth is reconfigured and user can track by clicking the link.
