Description of problem:
We have an existing string in clusterserviceversion.tsx: "This Operator was copied from another namespace. For the reason it failed, see." It should be converted to a Trans component that includes the ResourceLink immediately following it. The translations we're getting back are a little odd because the translators don't have the correct context.

1. Go to clusterserviceversion.tsx and look for "This Operator was copied from another namespace. For the reason it failed, see"

Actual results:
It's a TFunction that doesn't include the ResourceLink.

Expected results:
It should be a Trans component that contains both.

Checked on ocp 4.9 cluster with payload 4.9.0-0.nightly-2021-07-20-125820.
Install argocd operator to all namespace, after the installation failed, switch to one user's project, check failure info on the operator detail page.
It shows info with operator link: This Operator was copied from another namespace. For the reason it failed, see argocd-operator.v0.0.15
The bug is fixed.
