Description of problem:

Fail to launch guests with sriov vf ports

How reproducible:
permanent

Steps to Reproduce:
1. create server with direct ports

Actual results:

VM fails with ERROR state

sriov-agent logs brings the following result

Expected results:

VM should reach active state

Can not verify the Fix
It seems we have different issue, SRIOV/nova prevent us from verifying BZ, 
Will update BZ number  once it is created,
