The bug referenced in the code is Bug #1974689 (Target: OCP-4.9.0, Status: VERIFIED),
while it should be Bug #1974812 (Target: OCP-4.8.z, Status: POST)

It looks like Matthew Garrett added this to the CNV release notes, so I can close this as "wont fix"
