At the same time, please add the "Initialization" step as the first step for the time when the validation / throttling / etc... happens. Verified on MTV build 2.1.0-44 IIB 96817. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
