The current approach to enable debug logging is using `hammer admin logging ...`

This is for historical reasons (hammer predates foreman-maintain) and is somewhat not suited to the general purpose of hammer (interacting with Satellite API). Additionally, the hammer plugin to manage logging is not installable on Capsules, so it is useful only on Satellite.

Foreman-maintain should be the single CLI tool for such administrative tasks, so this functionality should be moved from hammer to foreman-maintain

Upon review of our valid but aging backlog the Satellite Team has concluded that this Bugzilla does not meet the criteria for a resolution in the near term, and are planning to close in a month.
