Need to add to the ADDITIONAL CONFIGURATION chapter a new section about configuring new timezones

@ahadas please add a link to the "additional configuration" chapter where this content should be added. Is the feature complete and ready for documentation?

I indeed referred to https://access.redhat.com/documentation/en-us/red_hat_virtualization/4.4/html/virtual_machine_management_guide/chap-additional_configuration
The feature is not yet completed (you can track its progress by looking at bz 1931982 that this bz depends on)
