Description of problem:

Add documentation about how to let system administrators add a message on the RHV
welcome page using a small custom branding with a preamble section.

The initial request for the feature is BZ1804774.  An example brand is attached
to that BZ (https://bugzilla.redhat.com/attachment.cgi?id=1783329).

A few examples where this feature can be useful:
 - communicate planned maintenance of the infrastructure
 - quickly add some company logo image (but a full portal branding would
   be nicer [1]))

It is also important to note that after setting up a custom brand, an engine
restart is needed in order to make the change active.

The preamble section is the white box.
