Description of problem:

On CS8, "dnf update" wants to install xapian-core-1.4.18-3.el8.x86_64, but fails 
because only xapian-core-devel-1.4.14-1.el8.x86_64 is available

How reproducible:
100%

Steps to Reproduce:
1. Get a machine with xapian-core and xapian-core-devel installed
2. dnf update
3. Stare in dismay at the failure messages

Actual results:

Error: 
 Problem 1: package xapian-core-devel-1.4.14-1.el8.x86_64 requires xapian-core(x86-64) = 1.4.14-1.el8, but none of the providers can be installed
  - cannot install both xapian-core-1.4.18-3.el8.x86_64 and xapian-core-1.4.14-1.el8.x86_64
  - cannot install both xapian-core-1.4.14-1.el8.x86_64 and xapian-core-1.4.18-3.el8.x86_64
  - cannot install the best update candidate for package xapian-core-devel-1.4.14-1.el8.x86_64
  - cannot install the best update candidate for package xapian-core-1.4.14-1.el8.x86_64

This will be due to xapian-core being added to RHEL 8.5 and hence I suspect it's now shown up in CS-8. Details in this other RHBZ
