In the crypto-policies component, the terminology 'policy modules' has been changed to 'subpolicies'. To adjust to the change, the variable crypto_policies_available_modules is replaced with crypto_policies_available_subpolicies. The old variable crypto_policies_available_modules is deprecated.

Description of problem:
Rename 'policy modules' to 'subpolicies'.  The parameter `crypto_policies_available_modules` is deprecated in favor of the new parameter `crypto_policies_available_subpolicies`
