Description of problem:
Upstream test test_named_conf_crypto_policy failing on RHEL


Version-Release number of selected component (if applicable):
ipa-4.9.6-1.el9


Steps to Reproduce:
1. run upstream ipatests/test_integration/test_upgrade.py::test_named_conf_crypto_policy()

Actual results:
>       assert paths.NAMED_CRYPTO_POLICY_FILE in named_conf
E       TypeError: 'in <string>' requires string as left operand, not NoneType

Bugzilla tested and verified with existing automation with latest rhel8.5 compose

ipa-server-4.9.6-4.module+el8.5.0+11912+1b4496cf.x86_64.rpm 

Passed	test_integration/test_upgrade.py::TestUpgrade::()::test_named_conf_crypto_policy	0.04
