This document doesn't talk anything about updating OCS in disconnected environment. 

Doc must add relevant information or reference to OCP doc if needed but such information must be documented for the users.

As a part of project [CLIOT-344] cleanup we are closing this BZ. 
Kindly do not misinterpret the closure code as it is used as a standard across the all old/abandoned BZ's considering the resolution is already provided and the BZ has been unattended for quite sometime. If you still face this issue, please raise a new bug.
