Dashboard Prometheus/Overview can't filter instance by job

Steps to Reproduce:
1.Open Observe-Dashboards
2.Select Dashboard Prometheus/Overview 
3. Select a job, all instances display from drop&down box

Actual results:
Select a job, all instances display from drop&down box

Expected results:
Select a job, the corresponding instances display from drop&down box

This is not a Console issue, but rather an issue with the dashboard definition. We see the same behavior in Grafana.

The query that generates the Instance options is `label_values(prometheus_build_info, instance)`, so it is not filtering by job. Not sure if it should be?
