tooltip not on disabled 'Restore'

Description of problem:
After take a snapshot of a VM, there is a tooltip 'Restore is only enabled for offline virtual machine' showing when move mouse to the "Restore' button while VM is off. But the tooltip is not showing if the button is disabled while VM is running.

It's more reasonable to move this tooltip to the button when it's diabled, so user know why it's not available.

verified on 4.9.0-0.nightly-2021-08-04-131508, now the tooltip shows on both situation.
