Description of problem:
Related to bug 1962385, please disable the requirement on subscription-manager in anaconda-core when built on CentOS.  CentOS currently applies this as a "debranding" change in c8s, and the same change should work for c9s.

Successfully pre-verified with anaconda-34.25.0.12-2.el9:

[jstodola@localhost tmp]$ rpm -qp --requires anaconda-core-34.25.0.12-2.el9.x86_64.rpm | grep subscription-manager
subscription-manager >= 1.26

anaconda-34.25.0.13-1.el9 is present in nightly compose RHEL-9.0.0-20210817.8.
