Rebase irqbalance to 1.8.0, this will help resolve 1963152 and bring back new upstream features and bug fixes. Some bugs (1876024, 1827319) are fixed in RHEL8 but are still present in RHEL9 since they are fixed in 1.8.0.

Confirming that irqbalance-1.8.0 is now in the RHEL9 repo (currently as irqbalance-1.8.0-3).

Also confirmed that the irqbalance binary present in the package correctly identifies itself as irqbalance-1.8.0.
(Functionality was confirmed by automatic tests running on RHEL9 composes).
