Description of problem:
on 4.9 nightly build, some strings are not translated with different Language

Version-Release number of selected component (if applicable):
4.9.0-0.nightly-2021-07-18-034401

How reproducible:
Always

Steps to Reproduce:
1. set up 4.9 nightly cluster and view web console in Chinese
2. check action items list on Compute -> Nodes -> Node details page -> click 'Action'


Actual results:
2. `Mark as unschedulable` and `Delete node` is still displayed in English when Chinese language is configured

Expected results:
2. `Mark as unschedulable` and `Delete node` should be shown in Chinese translation

I checked in both a 4.9.0-0.nightly-2021-07-28-233309 and 4.9.0-0.nightly-2021-07-29-004741 cluster and `Mark as unschedulable` and `Delete node` are shown in Chinese translation.  Also poked around and couldn't find missing translations.

I'll monitor for the next couple of days.

After checking 4 nightly builds, I can't reproduce the issue.  Moving to ON_QA for verification.

`Mark as unschedulable` and `Delete node` are shown in Chinese translation as `将节点标记为不可调度` and `删除节点`
