I can confirm manual installation of puppet-vswitch-11.4.1-1.20210616133306.el8ost in reproduced env fixes this issue and UC (re)deployment passes. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
