We recently re-hired two Power8 machines for Fedora Copr build system,
but it seems that we can not build packages against the pre-release
centos-stream-9-ppc64le chroot because of this mock failure:

It may be expected, though I'm rather asking..   Is the EL9 supposed
to be Power9 only?

Sorry, this is expected. CentOS 9 requires POWER9 or later.
