Reproduced on the OCP 4.9 and the latest master

Not Toleration rules, Affinity rules strings are translated.

 1.edit language preference and select kinds of language
 2.Toleration rules, Affinity rules strings can be translated.

Re-tested on master branch, the string is translated indeed.
