Description of problem:

The shared resources CSI driver (a.k.a projected resource CSI driver) is not available on all clusters with the TechPreviewNoUpgrade feature set enabled.

This component will not make the OCP 4.9 payload. Therefore closing this bug so we can treat this as normal feature work for OCP 4.10
