Description of problem:
Accessibility issue with pipeline workspace info button.

How reproducible:
Always

Steps to Reproduce:
1. install openshift-pipelines operator
2. navigate to the pipelines builder
3. scroll down to the 'workspaces' section
4. click on the workspaces 'i' button
5. try to navigate to the 'i' button via keyboard and open the same popover

Actual results:
unable to navigate to `i` button

Expected results:
`i` button should be clickable and keyboard navigable
