.RHEL System Roles do not support Ansible 2.8 With this update, support for Ansible 2.8 is no longer supported because the version is past the end of the product life cycle. The RHEL System Roles support Ansible 2.9.

Description of problem:
Ansible 2.8 is EOL.  We should drop support for Ansible 2.8.

1. Change all of the meta/main.yml to use "min_ansible_version: 2.9"
2. Change any README or other role doc that refers to Ansible 2.8 support to either remove the text or update it for Ansible 2.9 or later.
3. Change downstream documentation to note that roles are supported for Ansible 2.9 and later because Ansible 2.8 is past EOL.
