Description of problem:
GRUB password is now parametrizable but tied to the value of the password for the root user.
The user should be able to set the bootloader password that is different from the password for the root user.
This may be achieved by an extra field in the Host edit dialog or by host/hostgroup/global parameter.

How reproducible:
Every time

Steps to Reproduce:
1. Have a host, set its `encrypt_grub` parameter to `true`.
2. Set a root password for the host, submit changes.
3. Review the Provisioning template and see that rootpw and bootloader passwords match.

Actual results:
Always: rootpw == bootloader password

Expected results:
The user can set a bootloader password that is different from the root password.
