Describe the issue:5.1 - Adding host label as " _admin"  to admin node should copy conf and admin keyring to that node automatically - 



Describe the task you were trying to accomplish: In 5.1, they pushing the conf and admin keyrings
automatically when labeled the host with _admin


Suggestions for improvement: currently in 5.0, its documented to copy the admin keyrings and ceph.conf manually to the admin node before adding the label as _admin. This 5.1, feature is required to modify the existing docs as per the functionality provided.
