Currently, there is no apache-commons-digester version shipped in EPEL-8 (or RHEL Base/Appstream).

Can you please release an apache-commons-digester package to EPEL-8?

This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle.
Changing version to 35.
