OpenSSH upstream added an experimental support of using the SFTP protocol in SCP command-line utility. Originally implemented by Jakub Jelen, it will appear in OpenSSH 8.7p1.

We need this functionality in RHEL9. We import the upstream patches and set default behavior to use the SFTP protocol (upstream uses SCP as a default one). 

The scp behavior changes and necessary settings should be documented and announced.

The existing tests should be adopted to work with the new implementation.
