The test suite is currently shipped as part of the python3-psutil subpackage and takes up a significant amount of it's size. Let's separate it into its own subpackage python3-psutil-tests. That way it can still be installed (for example for QE purposes), but doesn't have to take up disk space when not needed.

Ideally, let's do this change in Fedora first.



Important note: after this subpackage is created, it needs to be added to the CRB repo, ping torsava to do that.

We won't finish this in time for beta, moving to GA

The new python3-psutil-tests package has been added to the CRB in the configuration. We should be able to verify in a few days that it actually shows up there.
