Description of problem:
Bugzilla can't run on httpd.


Version-Release number of selected component (if applicable):
httpd-2.2.0-5.1.2


How reproducible:


Steps to Reproduce:
1. Extract package into /var/www/cgi-bin;
2. Execute "checksetup.pl" in /var/www/cgi-bin/bugzilla-2.22;
3. Execute several perl command to install modules missed;
4. Then I tried access it from broswer:
http://localhost/cgi-bin/bugzilla-2.22/index.cgi
  
Actual results:
But I got error from /etc/httpd/logs/error_log:
